  The "Opinions" require that by 2030, the green and low-carbon transformation of the manufacturing industry will achieve significant results, the level of green development of traditional industries will be comprehensively upgraded, the industrial structure and layout will be significantly optimized, the proportion of green and low-carbon energy utilization will be significantly improved, the level of comprehensive resource utilization will be steadily improved, the intensity of pollutants and carbon emissions will be significantly reduced, the total amount of carbon emissions will peak, the role of emerging industries as a green growth engine will become more prominent, the scale and quality will be further improved, the proportion of green and low-carbon industries will be significantly increased, new green and integrated industries will continue to emerge, the basic capacity for green development will be significantly improved, green and low-carbon competitiveness will be further enhanced, and green development will become a solid foundation for promoting new industrialization. By 2035, the endogenous driving force for green development in the manufacturing industry will be significantly enhanced, carbon emissions will be stable after peaking, carbon neutrality capacity will be steadily improved, and the green and low-carbon competitive advantage in the global industrial chain and supply chain will be highlighted, with green development becoming the common form of new industrialization.

  Specifically, the "Opinions" require accelerating the green and low-carbon transformation and upgrading of traditional industries. This includes accelerating the optimization and adjustment of the product structure, energy structure, and raw material structure of traditional industries, and the re-engineering of production processes to enhance their position and competitiveness in the global division of labor. Implement the "increase variety, improve quality, and create brand" action, promote the upgrading and transformation of products towards high-end, intelligent, green, and integrated directions, and promote the formation of a supply system with a richer variety, more stable quality, and more influential brands. Regularly update and release the green and low-carbon technology guidance catalog for the manufacturing industry, select and promote key generic technologies with high maturity, good economy, and significant green effects, and promote the comprehensive implementation of a new round of green and low-carbon technological transformation and upgrading by enterprises, parks, and key industries. Adhere to the principle of "one national strategy," comprehensively considering regional industrial foundation, resource endowment, environmental carrying capacity, and other factors, to promote the formation of a clustered and differentiated green and low-carbon transformation pattern for traditional industries.

  The "Opinions" propose to promote the high-starting point development of green and low-carbon emerging industries. In the field of new generation information technology, guide data centers to expand the proportion of green energy utilization, promote the application of low-power chips and other technological products, and explore the construction of a market-oriented green and low-carbon computing power application system. Focusing on the needs of energy revolution and industrial transformation under the "dual carbon" goals, plan and lay out the development of future energy and manufacturing industries such as hydrogen energy, energy storage, biomanufacturing, and carbon capture, utilization, and storage (CCUS). Focusing on the hydrogen demand in the fields of petrochemicals, steel, transportation, energy storage, and power generation, build a full industrial chain technology and equipment system for hydrogen production, storage, transportation, and use, and improve the technical and economic efficiency and completeness of the hydrogen energy industry chain. Focusing on various application scenarios of energy storage in the power generation side, grid side, and user side of the power system, develop various new energy storage technologies, create a matrix of energy storage technology products needed for new power systems, and achieve large-scale application of energy storage on multiple time scales. Give full play to the environmentally friendly advantages of biomanufacturing, such as strong selectivity, high production efficiency, and less waste, focusing on the fields of light industry fermentation, medicine, chemicals, agriculture, and food, and establish a core microbial strain and key enzyme creation technology system. Focusing on improving the energy efficiency and reducing the cost of the entire life cycle of CCUS technology, carry out technological research and development and demonstration of CCUS coupled with industrial processes and biological conversion and utilization of carbon dioxide.
